Rural Development generally in the Nation, is supposed to be accorded the priority attention it deserves in the planning and implementation of capital projects in the country. This is because a large percentage of the people live in the Rural Areas. Policies of the three-ties of Governments (Federal, Sta e and Local Governments) are supposed to be focused on the rural development. The State Governments prevailing control of the Local Government in the Federation is most disturbing. The State. Government is frustrating the initiatives of the Local Governments in rural development by abusing the Joint Account and other enactments of the State House of Assembly regarding Local Governments. The Local Governments are starved of funds to ginger up Rural Development efforts. This has in no small measure obstructed the performance of the Local Governments in the area of rural envelopment.
