This thesis discuses the need for human resources development and utilization, an activity that has been denied attention in the public sector. It presents various techniques that may be applied by decision makers/resources developers for the effective utilization human resources in the public sectors especially in Enugu State Sports Council. The intent is to provide a useful basis for change in the human resources management culture in the public service of Nigeria. It is appropriate to focus on this important aspect of the personnel functions now in view of the current restructuring in the public sector of Nigeria. The researcher also gave a theoretical framework and reviewed some related literatures that are in line with human resources/manpower development and utilization.
