Shelter is a serious problem in developing countries like Nigeria. As a result, majority of the people in Nigeria especially those occupying the riverine areas are living in substandard houses (Kashi et al, 2002). The major factor militating against the provision of affordable houses in Nigeria is high cost of building materials - concrete materials and steel materials. Steel buildings are not cheap and common compared to concrete buildings due to underdeveloped steel industry in Nigeria. The materials commonly used in concrete construction industry include water, cement, sand and granite (Neville, 1983). Water is always available in its natural states, as rainwater, river water, fresh seawater, and borehole water. Sand is also available in its natural state as river sand, sea sand, erosion sand and desert dunes (sand from the desert).
