Evaluation Of The Implementation Of Kano State Foreign Scholarship Scheme On Manpower Capacity Building (2011-2015)

Foreign scholarship programme is an important strategy for manpower capacity building and development. The Kano state government has sponsored over 2,000 indigenes on foreign scholarship with a view to enhancing human resource base of the state. The purpose of this study therefore is to evaluate the implementation of Kano state foreign scholarship scheme in manpower capacity building from 2011 to 2015. Specifically, the study evaluates the programme from the standpoint of level of funding, credibility of selection and screening exercise, standards and quality of host destinations and institutions as well as how these factors affected the success of the programme. Data were obtained from primary and secondary sources which include questionnaire administration and interview with the respondents while in the secondary source, data from KSSB and MHE, articles, journals, state government publications and other relevant sources via the internet were used.
