INTRODUCTION
1.1 Background to the Study
Local government administration is a crucial component of governance in many countries, particularly in developing nations like Nigeria. It serves as the tier of government closest to the grassroots, facilitating the delivery of essential services and promoting participatory democracy. In Nigeria, local governments are constitutionally recognized as the third tier of government, with the primary responsibility of ensuring effective service delivery and fostering socio-economic development at the local level (Federal Republic of Nigeria, 1999).
The concept of local government has been defined by various scholars and practitioners. According to the United Nations Office for Public Administration, local government is "a political subdivision of a nation or state, which is constituted by law and has substantial control of local affairs, including the powers to impose taxes or to exact labour for prescribed purposes" (cited in Ola, 2009). This definition underscores the legal and administrative autonomy granted to local governments in managing local affairs.
In the Nigerian context, local government administration has evolved over time. The 1976 Local Government Reform marked a significant milestone in the development of local government system in Nigeria. The reform aimed at standardizing the structure and functions of local governments across the country, making them more effective in delivering services to the rural population. The reform also sought to bring governance closer to the people, thereby enhancing their participation in the development process (Oyediran, 2006).
Obafemi Owode Local Government Area (LGA) is one of the local governments in Ogun State, Nigeria. It was created in 1976 from the former Abeokuta Division. The LGA has its headquarters in Owode, a town located along the Abeokuta-Lagos expressway. The local government is primarily agrarian, with a significant proportion of its population engaged in farming and other agricultural activities. However, the area also has a growing number of small-scale industries and commercial activities (Obafemi Owode LGA, 2020).
Despite the constitutional provisions and the expected roles of local governments, the performance of many local governments in Nigeria has been suboptimal. There have been persistent challenges such as inadequate funding, corruption, lack of capacity, and poor accountability mechanisms, which have hindered their ability to effectively promote socio-economic development (Akindele, 2005). These challenges are also prevalent in Obafemi Owode Local Government, where the impact of local government administration on the social and economic development of residents has been a subject of concern.

The social and economic development of residents is a fundamental goal of any government. Social development encompasses improvements in the well-being of individuals and communities, including access to quality education, healthcare, housing, and social amenities. Economic development, on the other hand, involves growth in income, employment opportunities, and overall standard of living. Local governments are expected to contribute to these development outcomes by providing essential services and creating an enabling environment for economic activities (World Bank, 2003).
In Obafemi Owode Local Government, there have been various initiatives aimed at improving the living standards of residents. These include the construction of rural roads, provision of primary healthcare centers, establishment of markets, and support for agricultural development. However, the extent to which these initiatives have translated into tangible improvements in the social and economic well-being of residents remains questionable. This study therefore seeks to examine the effects of local government administration on the social and economic development of residents in Obafemi Owode Local Government.
1.2 Statement of the Problem
Local government administration in Nigeria has been facing numerous challenges that have undermined its effectiveness in promoting socio-economic development. Despite the constitutional mandate and the various reform efforts, many local governments have failed to deliver the expected services to their constituents. In Obafemi Owode Local Government, there are observable gaps between the developmental needs of the residents and the actual outcomes of local government administration.
Residents in the area have expressed concerns about inadequate access to basic amenities such as clean water, good roads, healthcare facilities, and educational infrastructure. There are also complaints about the lack of employment opportunities and limited support for small-scale businesses. These issues suggest that the local government may not be effectively fulfilling its developmental roles.
Furthermore, there is a lack of empirical studies that specifically focus on the effects of local government administration on the social and economic development of residents in Obafemi Owode Local Government. Most existing studies have been conducted at the national or state level, with little attention to the grassroots impact. This gap in knowledge makes it difficult to identify the specific areas where local government administration has been successful or lacking, and to recommend targeted interventions.

Therefore, this study is motivated by the need to provide empirical evidence on the effects of local government administration on the social and economic development of residents in Obafemi Owode Local Government. The findings of this study will be useful for policy makers, local government administrators, and other stakeholders in designing strategies to enhance the performance of local governments in promoting socio-economic development.
1.3 Objectives of the Study
The main objective of this study is to examine the effects of local government administration on the social and economic development of residents in Obafemi Owode Local Government. The specific objectives are to:
1. Determine the effect of local government administration on the social development of residents in Obafemi Owode Local Government.
2. Ascertain the effect of local government administration on the economic development of residents in Obafemi Owode Local Government.
3. Identify the challenges facing local government administration in promoting socio-economic development in Obafemi Owode Local Government.
1.4 Research Questions
The following research questions were formulated to guide this study:
1. What is the effect of local government administration on the social development of residents in Obafemi Owode Local Government?
2. What is the effect of local government administration on the economic development of residents in Obafemi Owode Local Government?
3. What are the challenges facing local government administration in promoting socio-economic development in Obafemi Owode Local Government?
1.5 Significance of the Study
This study is significant in several ways. First, it will provide empirical evidence on the effects of local government administration on the social and economic development of residents in Obafemi Owode Local Government. This evidence will help to fill the gap in literature and contribute to the body of knowledge on local government administration in Nigeria.
Second, the findings of this study will be useful to policy makers at the local, state, and federal levels in formulating policies and programs that can enhance the effectiveness of local government administration in promoting socio-economic development.
Third, local government administrators and staff will benefit from the recommendations of this study, which will provide practical insights into how they can improve their performance and better serve the residents.
Fourth, the study will be of value to researchers and students who are interested in the field of local government administration and development studies. It will provide a reference point for further research on related topics.

1.6 Scope of the Study
This study focuses on the effects of local government administration on the social and economic development of residents in Obafemi Owode Local Government Area of Ogun State, Nigeria. The study covers the period from 2015 to 2020, which is a period of significant policy and administrative changes in the local government. The study examines the social development indicators such as access to education, healthcare, and social amenities, as well as economic development indicators such as income, employment, and business opportunities.
The study is limited to Obafemi Owode Local Government and may not be generalizable to other local governments in Nigeria. However, the findings may provide useful insights for other local governments with similar socio-economic characteristics.
1.7 Definition of Terms
The following terms are defined as used in this study:
Local Government Administration: This refers to the process of managing the affairs of a local government, including planning, organizing, directing, and controlling the resources and activities of the local government to achieve its developmental objectives.
Social Development: This refers to the improvements in the well-being of individuals and communities, including access to education, healthcare, housing, and other social amenities.
Economic Development: This refers to the growth in income, employment opportunities, and overall standard of living of the residents in a given area.
Residents: This refers to the people who live in Obafemi Owode Local Government Area.
Obafemi Owode Local Government: This is a local government area in Ogun State, Nigeria, with its headquarters in Owode.
