STRATEGIES FOR EFFECTIVE ADMINISTRATION OF THE UNIVERSAL BASIC EDUCATION PROGRAMME IN ENUGU EDUCATION ZONE

Abstract

 This study was carried out to investigate the strategies for the effective administration of the UBE programme in Enugu Education zone. The purpose of the study was to investigate what strategies could be adopted to achieve effective administration of the UBE in Enugu Education zone. Four research questions and two null hypotheses guided the study. The subjects used for the study were the 9 Education Secretaries in the zone, 355 head teachers and 921 teachers in the zone. A 37-item questionnaire was used to elicit information from the respondents. The research questions were answered using mean scores and standard deviation while the null hypotheses were tested using the z-test statistics. The findings of the study include: the governments have vital roles to play if the UBE scheme is going to be implemented effectively; such roles include: provision of infrastructures and facilities on the schools, providing enough funds for the scheme and motivating teachers appropriately. The teachers are expected to enlighten the parents on what the scheme is all about; motivate pupils; give feed back on areas of need; and constraints to the effective implementation of the programme, teachers are also expected to initiate ideas and actions towards the effective implementation of the UBE, and they are expected to use improvised teaching aids for effective instructional delivery. Parents are expected to send their wards to schools and participate actively in the administration of the schools, they are expected to maintain discipline among teachers and students, and provide security in the schools. Adequate funds should be provided to achieve effective implementation of the programme, regular and effective inspection and supervision is very vital for the effective implementation of the scheme, trained inspectors should be recruited in appropriate number and provided with vehicles and materials to function effectively. Based on the findings, the researcher recommended that the governments at the federal, state and local government levels should fund the UBE adequately, that the government should provide infrastructure and facilities in the schools, and motivate teachers appropriately. The researcher recommended too that teachers should be actively involved in selling the programme to parents and in implementing the programme, and that regular and effective inspection and supervision of schools is very vital if the objectives of the UBE are going to be achieved.
