POLICY FRAMEWORK FOR PRIVATE SECTOR PARTICIPATION IN THE FUNDING OF TERTIARY INSTITUTIONS IN ABIA STATE

ABSTRACT 

This study was aimed at evolving policy framework for private sector participation in the funding of tertiary institutions in Abia State. Tertiary institutions in Abia State are funded solely by the state government through the state Ministry of Education. However, available records show that most tertiary institutions in the state are suffering from inadequate funding. Five research questions and five null hypotheses guided the study. The design used was the descriptive survey. The population consisted of all the managers and accountants of the one hundred and three (103) private registered companies in Abia State, ninety-four (94) HODs from the three tertiary institutions owned by Abia State government and fifty (50) senior staff of Abia State Ministry of Education. This gave a total population of 350. Questionnaire was the main instrument for data collection and was structured on a four point rating scale. The instrument was validated by experts and the reliability was established through trial test using Cronbach Alpha method. Direct Delivery Technique (DDT) was used in administering the questionnaire. Mean and standard deviation were used to answer the five research questions and the result presented in a tabular form. ANOVA statistics and Post-hoc test were used to analyse the hypotheses. The findings of the study include: the government giving incentives for private sector participation in the funding of tertiary institutions in form of new companies with educational development in their programmes to be given licence to operate, giving the private sector tax rebate, publication of the names and contributions of such companies in government gazette annually and licence to explore and exploit mineral resources. Companies that fail to participate in the funding of tertiary institutions should be prosecuted by the government, taxed reasonable amount of money as penalty and denied land for expansion. Based on the findings of the study, recommendations and suggestions for further research were made.
