CHAPTER ONE
INTRODUCTION
Background of the study
Disability is very common worldwide. It is a condition that has affected individual, family and the society at large. The people with disabilities are often excluded from the mainstream of society, and hence, may not contribute to the development of the society optimally. Nigeria with about 1billion population, it is surprising to know that 25% of Nigerians are disabled (Lang and Upah, 2008). If such number of people are excluded from the mainstream of society, it then means Nigerians are missing the services of these unrecognized set of people (Mickailakis 1997). Disability is defined as an impairment that limits a person’s ability to function in a way that most people do (Heward, 2009). Disability is equally seen as a reduction of function, or the absence of a particular body, part or organ, for example a person who has an arm or leg missing has a physical disability. In the same vein, someone who cannot control the muscles required for speech has a disability in communication (Blackhust and berdne 1981). In addition, Nwaogu (1992), noted that disability is a physical, psychological or neurological deviation in an individual’s make-up. It is a physical or mental illness, injury or condition that incapacitates in any way, or as a result of a personal accident for example loss of an arm.
Disability then is a limitation that makes an individual incapable of performing or functioning. It may be due to the loss of one or more body parts according to (Okeke, 2001). In the same vein, Disabled Peoples International, in (1981) perceive disability as the loss or limitation of the ability to take part in the normal life of the community on an equal level with others due to physical and social barriers. Some researcher have shown that disabilities may manifest in neonates such as: foetal alcoholic syndrome, cleft palate, cleft lip, erb’s palsy, spina Bifida, macrocephalus, hydrocephalus, total blindness strabismus, Amelia i.e. loss of upper and lower limbs etc (Cartwright, Cartwright and Ward 1995;Okeke 2001; Abang 2005; Onu 2008,).
