This, study investigated collection development practices in the digital environment among federal universities in Enugu and Anambra states. Six research questions were adopted for the study. The research questions cover criteria for selection of library resources for digital collection development in Nnamdi Azikiwe University and University of Nigeria, Nsukka libraries; methods of acquisition of resources in the digital environment of the university libraries under study; criteria that guide weeding in the digital environment of the two university libraries; measures applied in evaluating collections in the digital environment; challenges associated with collection development in the digital environment of the two libraries; strategies that enhance collection development in the digital environment of the two libraries. Descriptive survey design was employed for the study. The instrument used for data collection was questionnaire. The population of the study was 193 library staff. (including academic and non-academic staff). There was purposive sampling. All the library staff in acquisition, serials and digital sections of libraries were used. A total of 60 copies of questionnaire were administered by the researcher, out of which 56 copies were correctly filled and returned and used for the study. A structured questionnaire was used to collect data from library staff. Frequency and mean were used to analyze data from questionnaire. Major findings reveal that there is availability of collection development practices in the federal universities in Enugu and Anambra states. The major methods of acquisition and evaluation of digital library resources included subscribing to electronic journals and e-books, use of good internet facilities, formulation of adequate digital collection development policy, compiling statistics on holding, use and expenditures, hardware and software requirements, relevance of information. The researcher also found out that the major challenges confronting digital collection development included financial constraints, lack of ICT skill manpower, problems of digital divide, issues of internet facilities. The researcher found that the strategies that could be used to enhance collection development practices in the digital environment included computerization and full automation of the university, acquisition of online materials and managing of existing ones, training of librarians, acquisition of management skills, promotion of resources and user education. Based on the findings of the study, it was recommended that there should be upgrade of current technical infrastructure/digital facilities, elimination of the problems of erratic power supply and provision of standby generators. Again, it was recommended that there should be training of library staff in collection development especially in internet searching, university administration should recruit competent staff, library staff should be trained in business and management skills, university administration should strengthen and restructure Digital Collection Development Courses in Library Schools.
