 The purpose of the study was to determine the administrative problems encountered by head teachers of pre-primary schools in Anambra State and to ascertain whether any significant difference exist between the problems encountered by head teachers in urban and rural schools. The researcher adopted a survey design in carrying out the research. Six research questions and one hypothesis guided the study. The population of the study comprised 982 pre-primary school head teachers in Anambra State. A proportionate stratified random sampling technique was used to draw 78 and 146 head teachers from urban and rural pre-primary schools respectively. The instrument used to collect data for the study was a questionnaire developed by the researcher which was structured in accordance with the research questions. The instrument was validated by three experts and also trail-tested and found reliable and internally consistent. Mean and standard deviation were used to answer the research questions while t-test was used to test the hypothesis. Based on the analysis of the data, the following findings were made; head teachers encounter problems in all the six operational areas of school administration. The problem include among others; lack of qualified teachers and support staff, lack of dedication to work by teachers, inadequate provision of infrastructural facilities and instructional materials, inability of teachers to adopt play-way method of instruction, inadequate funding and poor school-community relationship. It was recommended that all stake holders in education should join hands in tackling the problems so as to ensure quality pre-primary education in Anambra State.
